DMT e-NOC Solution Rollout 2021-Present
Another successful milestone leveraging the Platform-As-A-Service. As part of its drive to continuously improve on planning & infrastructure development regulatory services, DMT has renewed the services of GPC Group to support the operational and performance management of the e-NOC program.
In addition, the scope comprises the rollout of prioritized releases related to the e-NOC solution as part of a continuous improvement strategy driven by the urban development & construction community needs and requirements (municipalities, stakeholder entities, consultants, contractors, and developers). The intended additions on the comprehensive e-NOC solution leverage the e-NOC platform capabilities which was conceived since inception in 2013 as a configurable and scalable platform-as-a-service (PAAS). The e-NOC solution currently serves 25 government and semi-government entities with participation of several dozens of developers in addition to thousands of consultants and contractors.
The intended enhancements are being rolled out while sustaining operations, which comprises close to 15,000 projects and close to 200,000 individual NOCs issued per year. As part of this project, GPC extended its services to DMT, in the context of the on-going successful e-NOC services provisioning to government and the municipal sector since 2011, to provide e-NOC services in the following areas:
Configuring & Rolling Out New and Updated Business Rules and Roles: This comprises updating business rules in coordination with the stakeholder entities, adding new roles in relation to approvals and NOC services like HSE, district cooling, other.
Usability Enhancements: This comprises developing specific usability enhancements on the application to improve user experience and improve productivity.
Development and Rollout of Validation Services: Developing various types of validations at specific process steps to guide the users in their allowed activities towards following online guidelines.
Reports’ Enhancements: The common report in the e-NOC solution is being reengineered to reflect services brief, improved entities replies’ statistics, better flow of information in relation to entities responses, reflection of critical time stamps, and several other improvements.
Spatial Map View and Analysis Enhancements: The solution map viewer will be updated to reflect the latest GIS technology using ESRI ArcGIS with means to enhance certain features like QA/QC, spatial validations and other.
Other Enhancements: Several prioritized enhancements will be introduced to the application like escalations notifications to the management, NOC durations configurations, and other.
How GPC empowers the client
GPC leveraged its expertise and knowhow to develop with the client a GeoSmart platform-as-a-service (PAAS) solution where several thousands of projects and activities are coordinated annually.
This project is part of a continuous improvements to the program’s operational enhancements support which will enable various beneficiaries and participating entities to utilize the program including Citizens, government and semi-government agencies, service agencies, development agencies, consultants, and contractors.
We are constantly empowering our client to achieve the ultimate benefits of the solution by supporting the DMT with operational and performance management of the e-NOC program.
The Bottom Line
The e-NOC solution operational enhancements are envisaged to further transform the municipal regulatory services related to community and infrastructure development approvals and elevate them to new pioneering and innovative grounds. This is being rolled out with participation of key stakeholder entities across whole of government, resulting in positive impact on community and infrastructure development and the entire construction industry.

The Department of Municipalities and Transport (DMT) was established by Law No. 30 of 2019 and is the entity responsible for managing the urban planning and transport sectors, and three regional municipalities.
As the entity responsible for supporting the growth and urban development of Abu Dhabi Emirate, the DMT guides, regulates and monitors urban development activities. The expert authority improves municipal work to provide comprehensive services and creates higher living standards for residents through the supervision and management of the municipalities.

Challenge
The DMT and its government strategic partners operate several legacy systems that shall be leveraged while further performing operational enhancements of the GeoSmart solution.
Hosted
The GeoSmart solution that was supervised and operated by GPC in the early foundation years is hosted in the Government data center and is currently operated by DMT with support provided by GPC Group including specific system components migration as needed.
