The Electronic No-Objection-Certificate(NOC) Program for Abu Dhabi Emirate 2011-2018 The Institutional Development
In 2011, Abu Dhabi Government tasks GPC-GIS to conduct a master plan for a comprehensive solution for No-Objection-Certificates related to utilities & infrastructure in Abu Dhabi Emirate. The master plan, which was developed in collaboration with 17 stakeholder entities was adopted by Government and executed by GPC-GIS based on a 5-year implementation strategy that was adapted on periodical basis. In addition to the digital transformation strategy and the one-stop-shop common online solution that was conceived, developed and rolled out as part of the program, GPC-GIS played a pivotal role in the development and roll out of the following institutional themes:
- Establishing the capacity of the NOC unit with recruitment, training on-the-job, and mentoring a team of 14 Emiratis as part of a capacity building program
- Studying the existing legislations and regulations actors whole of government and raising recommendations on improvement areas with participation of subject-matter-experts
- Supporting several executive and technical steering committees and working groups across whole of government
- Developing draft policies and service level agreements for the program that were adopted by Government
- Developing the operating plan, procedures and standards for the NOC unit
- Developing the program guidelines and business rules
- Re-engineering the business processes across whole of government based on international sound practices
- Assessing the data readiness in the stakeholder entities and proposing a data readiness strategy across whole of government that was adopted and promulgated via Government decrees
- Working on assessing the roles & responsibilities among the stakeholder entities and providing recommendations about transfer of business area functions among key entities to avoid functional redundancies which resulted in the issuance of several government decrees
- Supporting the execution of a key outreach & communication strategy which resulted in raising visibility on the strategic importance and obtaining buy-in by executives on the program across whole of government
In order to conduct its mission successfully, GPC relied on its strong project management and governance knowhow and experience to steer proactive participation and contribution of the key stakeholders across whole of government. This resulted in successful rollout of the program with participation of several 1000s of stakeholders including consultants, contractors, developers, and government employees in daily operations with close to quarter million of transactions processed annually using the common e-NOC solution score whole of government.
