The GPC developed GIS Rapid Assessment to provide structured focus from the very start of the GIS implementation process and ensure that initial efforts are immediately effective, while remaining flexible and extensible to meet future needs.

Limited time and resources often demand that GIS implementation be carefully and strategically staged around an organization’s current needs, priorities and resource limitations. Carefully focused system and database implementation can ensure that initial efforts are immediately effective, while remaining flexible and extensible to meet future needs. A GIS Rapid Assessment can provide a structured agenda from initiation of the GIS implementation process. Such a plan can help a local or regional agency or private company to leverage current resources in a way that can yield both short term and long term benefits, maximize investment and provide tangible benefits in a short period of time. The Rapid Assessment phase is often carried out to establish the focus, direction and resources for carrying out a full System Design and Implementation Plan in subsequent steps. It may also be used for internal budgeting purposes or for pursuing external funding.

Implementation of GIS to support the activities of public planning agencies represents a special challenge because the data requirements for planning are extremely broad. Also, most planning activities rely on existing data from a multitude of sources which may not be compatible in mapping scale, resolution, classification schemes and other issues. GPC consultants have developed methods for the effective development of strategic databases for planning, including compiling and reconciling existing manual and digital data sources.
